Colin K. Foley is a Senior Research Associate of the Transport Strategy Centre (TSC) within the Centre for Transport Studies at Imperial College London. He manages the Benchmarking Group for North American Light Rail properties (GOAL) and the group for Stadler FLIRT vehicles.
Colin has considerable experience working on large-scale transportation improvement programs in the United States, working on Environmental Review for large-scale transportation projects, Alternatives Analyses Studies and operational analyses of bus, rail and road projects.
Colin's background is in transportation planning, with a Master of City and Regional Planning concentrating in Transportation Planning from the University of Pennsylvania (USA). He has given guest lectures in transit operations and planning at the University of Pennsylvania, University of Central Florida and Hunter College.
Colin joined TSC in 2016 after working in transport consultancy. Prior to this he worked in the Operations Planning Division at New York City Transit where he worked on bus service planning tasks, the implementation of New York City's Bus Rapid Transit program, and environmental review for development proposals.
Colin has presented at multiple conferences on light rail performance and benchmarking, including the APTA Rail and APTA Light Rail Conferences.
