The Operations and Infrastructure Committee oversees the delivery of strategies, programmes, projects and significant initiatives to deliver a world leading digital and physical infrastructure and operational services to colleagues, students and other stakeholders.

 

Terms of Reference

  • To act as the College’s Change Board by prioritising programmes and projects in pursuit of the delivery of the College’s Strategy and ensure effective Change Management, including appropriate engagement of, and communication with relevant stakeholders.
  • To horizon scan for key risks and issues relating to areas of operation and oversee related risk mitigation plans.
  • To review key operational performance indicators and ensure that action plans are implemented, and monitored, to address areas of under performance.
  • To monitor delivery of benefits from, and effectiveness of each programme or project via consideration of closure reports and post-implementation reviews.
  • To consider and approve any significant change to support services delivery models, including staffing structures (e.g. team restructures).
  • To consider and approve organisation level operational policies where these are not reserved to a higher body.
  • To oversee the development of, own the delivery of, and monitor, the College’s Digital Strategy.
  • To oversee the development of, own the delivery of, and monitor, the College’s Estates Strategy and consider the space implications of the Estates proposals and be the final arbiter of space allocation.
  • To develop and oversee the operational and investment plans required to achieve Net Zero Carbon (Scope 1 & 2 emissions) by 2030.
  • Consider or recommend to UMB or Council where necessary, regulatory and statistical submissions relevant to its scope prior to submission (e.g. Estates Management Record)
  • The Committee has authority to approve:
    o Project expenditure out of agreed budgets up to £5m; and
    o Changes to project costs, as required, within the envelope of agreed budgets (up to £5m).
    o All forecast project overspends of the lower of 20% of the project costs or £100k must be presented to the Committee for approval.
  • To receive periodic reviews of support services benchmarking reports and annual reports on
    support service recruitment, career development and retention for commendation to the UMB.
