SUMMARY:UK’s 2050 Low Carbon Future – What Will It Cost\, and Who Will 
 Pay?

 ration in advance is required.\n \nSummary\nThe UK Government has set a t
 arget of an 80% reduction in carbon emissions by 2050\, compared to 1990 l
 evels\, and the power sector in 2008 accounted for around 28% of total UK 
 greenhouse gas emissions.  The Committee on Climate Change estimates inve
 stment costs in the energy sector needed to meet this target will reach up
  to £16bn annually\, compared to £2bn average annual investment in the e
 lectricity sector in the early 2000s (The Fourth Carbon Budget\, CCC\, 201
 0).  Energy intensive businesses and industries are already feeling threa
 tened by the carbon tax (EIUG\, 2011)\, and consumers and voters are compl
 aining of being in the “squeezed middle”\, whilst 21% of households ar
 e already said to be in “fuel poverty” (Annual Report on Fuel Poverty 
 Statistics 2011\, DECC\, 2011).  Who will pay for the changes required to
