The Centre for Health Economics & Policy Innovation (CHEPI) at Imperial College Business School has received funding from the European Commission to participate in a project on innovative methods to support future policy decisions around rare diseases. 

Foresight in Rare Disease Policy (RARE2030), is a two-year project involving eight partners across four European countries. The project aims to guide future rare disease policy by using the participatory foresight approach and other innovative methods to build consensus and encourage uptake by all relevant stakeholders, with a focus on policy makers. 

We wish to appoint a Research Associate to work within CHEPI to capture the complex interaction between multiple factors and drivers influencing rare disease governance, assess the impact and costs of different policy options, and evaluate the potential future dynamics of rare disease drivers at 2030. The research and development pipeline of the rare disease therapeutic market will then be mapped to identify potential gaps. The gaps can then be targeted by incentive policies to promote the development of new drugs.

Duties and responsibilities

You will work as part of an international multidisciplinary research team, where you will take the lead on developing an understanding of the economic literature on innovation for orphan drugs and develop an understanding of the orphan drug market for rare diseases to identify areas requiring further development. You will quantify innovation of orphan drugs and the stock of potential innovations to be made available in the next decade in the absence of changes to the current incentive and regulatory framework. You will measure the determinants of innovation and market launch of orphan drugs and test how this is shaped by regulation and policy. You will identify novel incentive schemes that can be applied to promote the development of innovative therapies for rare diseases. In collaboration with partners in the project, you will build alternative futures (scenarios) based on influencing trends for the future care and governance of rare diseases. These scenarios will then be used in concert with the identified incentive schemes to provide recommendations to and stimulate debate among policy-makers and stakeholders.

Essential requirements

Experience

  • An understanding of the regulatory and incentive frameworks around innovation
  • Experience in constructing and maintaining large data sets
  • Experience of statistical / econometric analysis (e.g. using STATA)
  • Experience in dissemination of academic research to a variety of audiences

Skills and Abilities

  • Expertise in statistical or econometric analyses
  • Ability to locate data and to maintain and document data for use by others
  • Ability to work as part of a multidisciplinary international team
  • Demonstrable evidence of ability to take initiative, critically appraise research and support others
