The reduction of CO2 emissions linked with transport and energy services (heating, domestic hot water, cooling and electricity), together with the increased use of renewable energies, remains a high priority on various political agendas. In this paper, the trade-offs between the optimal layout of a city in terms of transport and the resulting district energy system are analysed. The starting point of the study is a greenfield site in England, on which a small eco-town, with a pre-defined number of inhabitants, shall be built. Conventional assumptions are made about the number and types of buildings according to the number of inhabitants. A layout model is then used to define the optimal layout of the city to reduce transport requirements. Finally, the optimal mix of technologies that will satisfy the energy services, taking into account spatial and other constraints, is computed using advanced process optimization techniques. The results show how increasing the density of cities to reduce transport energy requirements influences the opportunities offered by certain renewable energy technologies for heat and power services.

Twentieth century governments have committed themselves to the principle of sustainable development. Efforts to fulfil this goal offer an insight into changes in building services provision in the opening decades of the new century. Sustainable development indicators are used to identify possible trends. The analysis also forms the basis for some speculative conjectures as a basis for a research agenda for the twenty-first century.
