Moreno R, Pudjianto D, Strbac G, 2010, Future transmission network operation and design standards to support a low carbon electricity system

Increased connections of wind power in the Great Britain (GB) transmission system had triggered the need to review the fundamental principles behind the deterministic Great Britain Supply Quality and Security Standards (SQSS) that has been used for more than 5 decades. This review analyses the necessary upgrades to improve the efficiency of transmission system operation and capacity required to accommodate the present and future generation system. This paper in particular addresses a number of issues raised from the applications of deterministic SQSS and its operation and design efficiency concerning the best usage of N-k policy type. With respect to the United Kingdom (UK) transmission system operation, deterministic standards have been used to determine secure maximum levels of power transfers across a particular boundary. Our studies indicate that the deterministic standards are too conservative. This leads to over requirement of transmission capacity in planning timescales or significant constraints to access remote wind power in operational timescales. As an alternative, the use of an integrated reliability and cost-benefit framework to optimize the level of transmission system security has been developed. A wide range of studies have been carried out to analyze the benefits of this approach in the UK. The results indicate the need to move towards this integrated approach in order to maximize the value of transmission and to speed up the connections of wind power. ©2010 IEEE.

This paper deals with the identification of network configuration changes in distribution system state estimation (DSSE). The models of critical network configurations are stored in the form of a model bank. A recursive Bayesian approach which utilizes the output of the state estimation function of each model in the bank is used to identify the correct configuration of the network. The concept is demonstrated on a part of the U.K. Generic Distribution System (UKGDS) model.

A direct load management scheme with two-way communication while considering end users comfort is proposed. First, the control algorithm is developed and the data required to be transmitted between system operator and controllable loads is identified. Then, the actions of controllable air conditioners and the power adjustment of dispersed generators to eliminate overloads in a substation transformer are simulated. The results indicate that the proposed load management technique performs effectively to reduce overloads on the transformer while maintaining energy consumption in each loads, and the performance is improved by coordination with the output of dispersed generators. © 2009 The Institute of Electrical Engineers of Japan.

Impacts of increasing wind penetration in the overall electricity system are mainly due to two characteristics of intermittent generation - variability and unpredictability (or prediction error). Impacts (both positive and negative) due to variability and unpredictability were assessed in relation to generation, demand, transmission and distribution systems and markets & trade. In order to counteract the impacts of intermittency, a number of technical and organizational response options are available to the market participants. Each available option should be assessed including technical, economical and regulatory aspects of each option. However, barriers and failures in market competition and regulation may hinder the response options to be developed and implemented by market participants. This paper researches on the main regulatory issues that prevent a successful increase in the wind energy penetration. For this purpose a detailed questionnaire has been elaborated and filled up with the views and opinions of the main stakeholders coming from 5 representative European countries: Spain, UK, Denmark, Germany, and Netherlands. Results presented in this papers are part of the on-going project RESPOND supported by the European Commission, Directorate-General for Energy and Transport, under the Energy Intelligent Europe (EIE) 2003-2006 Programme.

A statistical distribution network design tool has been developed to quantitatively assess the impact of alternative distribution network investment plans in terms of capital costs, losses and reliability. In contrast to idealistic and network specific design approaches, this paper presents a statistical assessment approach in which the optimal network design policies are determined by evaluating the costs and benefits of different designs applied on a number of networks with similar properties such as consumer distributions, types, numbers and load density. Simulations have been carried out on multiple voltage levels (LV, MV and HV).

The regulation of distribution network monopolies has been shifted from asset-based to performance-based, and continues to encourage performance improvement in terms of quality of service provided to customers. In addition to improving the quality of service, such a shift should be carried out in a cost-effective way. In order to achieve this, a general methodology is needed to compare the reliability performance with alternative investment strategies. Therefore, the last years have witnessed increasing interest towards development of analysis capability and tools that enables to adequately assess network performance and to evaluate benefits of alternative distribution network investment strategies. The enormous diversity of topologies, customer densities, and protection levels of the feeders in real distribution systems has been a major obstacle for strategic planning activities. In order to simplify the decision-making processes needed for distribution network planning, a specific model has been previously implemented. Within this model, a large number of real feeders are grouped by similar characteristics into a simplified network. More specifically, so-called Representative Networks (RNs) are calculated using easily manageable and accessible high-level information that is extracted from real feeders' databases reflecting reliability performance of group of real feeders with a great accuracy. This work illustrates how RNs can be used to assess the impact that performance-driven investment strategies will have in terms of reliability improvement at a strategic level. The representative network parameters are quantified based on the different investment scenarios (or a combination of investment scenarios). The methodology has been validated using real data from several Distribution Network Operators.

In response to distribution network operational challenges such as aging network assets, the presence of Distributed Generation and expected load growth, new approaches are need to unlock existing network capacity. This paper presents a new methodology for assessing the potential benefits of using storage and Demand Side Management (DSM) to mitigate network congestion and increase the utilisation of the network assets. The methodology is based on a linear multi-period DC optimal power flow (OPF), where DSM and Storage are modelled as a part of the optimisation constraints. Storage and DSM are used to reduce network congestion and increase intermittent DG integration. The benefits of Storage and DSM are evaluated by comparing scenarios without and with these enabling technologies on an urban distribution network considering historical time series data for demand and wind output. The results obtained illustrate the potential applications of Storage and DSM to increase the network capacity utilisation and to reduce both wind curtailment and congestion costs.

This work examines the potential benefits of treating the comparison of the suitability of different modes of distribution network operation as a risk assessment problem, as a contrast to traditional measures of reliability. A methodology is proposed for determining the range and comparative likelihood of possible "costs" involved in choosing to operate a distribution network in a given manner. The methodology is applied in a distribution test system to produce a measure of risk to which the network is exposed under both normal and perturbed system operating conditions. The results will give an indication of some of the benefits of providing operators with a clearer understanding of the apparent risks faced in controlling a potentially active distribution network.

Wind generation is envisaged to be a major contributor for meeting the targets for renewable energy and environment in various countries. However, the limited contribution of this generation source to system reliability requires increased capacity margins (generation capacity above system's maximum demand). This paper investigates the potential impact on the capacity value of wind generation due to the presence of hydro generation in systems. In order to quantify the adequacy of the overall generation capacity and capacity credit of wind generation in wind-hydro-thermal systems a new methodology based on loss of load expectation (LOLE) is developed. Various studies performed through implementing the new methodology establish that the capacity credit of wind generation can increase by up to 10% due to the support of hydro generation.
