The Project Manager shall undertake an initial workshop to define the solution options and overall scope, objectives and success criteria for the recommended solution.
The workshop shall be attended by members of the project team (appointed at this Stage) and the Project Director and User Coordinator.

Whole life cost considerations should form part of every project.
