In September 2018 the International Panel on Climate Change reported that limiting global warming to 1.5°C requires rapid, far-reaching and unprecedented changes in all aspects of society. This was followed by calls from activists, campaigners and wider civil society for radical action to deliver the change we need with the urgency and scale required.

The UK government has now committed in law to reducing greenhouse gas emissions (GHGs) to net-zero by 2050. But even on the more modest target of cutting emissions by 80 per cent, the UK is falling short and is set to miss its fourth and fifth carbon budgets. A climate emergency has been declared and ambitious targets have been set but we do not currently have a plan for how we can decarbonise the economy and deliver a green industrial revolution at the scale and pace that are necessary.
