What is the Apprenticeship Levy?
The Apprenticeship Levy gives organisations a ring‑fenced budget for training. Employers with a pay bill over £3 million pay 0.5% of payroll into a digital account, which can be used for approved apprenticeship programmes.
Rather than a tax, the levy is a chance to invest in your people building skills, strengthening capability and preparing your organisation for what’s next.

There are several apprenticeship levels, each aligned to an equivalent education level. Level 2 is Intermediate (equivalent to GCSEs). Level 3 is Advanced (equivalent to A-levels). Levels 4 and 5 are Higher (equivalent to foundation degree level). Level 6 is Degree level (equivalent to a bachelor’s degree). Level 7 is Postgraduate level (equivalent to a Master’s degree).
If levy funds are exhausted and you’d like to continue enrolling employees, your organisation will enter a co-investment arrangement. Typically, the employer pays 5% of the training costs and the government covers the remaining 95%.
Yes, employers can transfer up to 25% of their annual levy funds to other organisations, such as smaller businesses in their supply chain or charitable organisations. This supports wider skills development across industries and communities.
No, our programmes don’t provide credits towards an MBA. However, they are designed to develop practical skills and knowledge that can complement further academic study.
We work directly with HR teams to enrol cohorts of 20 or more learners at a time. This ensures organisations have approved the use of levy funds and benefit from a shared learning experience. We don’t accept individual applications. If your organisation or department is interested in enrolling a cohort, the relevant HR or L&D representative should complete the enquiry form to schedule a call with the Corndel team.
Levy funds can be used to cover the full training costs of apprenticeship programmes. This enables businesses to upskill existing employees or bring in new talent. Funds can be allocated across different sectors and apprenticeship levels, depending on organisational needs.
We offer a range of apprenticeship programmes in partnership with award-winning training provider Corndel. These include Data Engineer (Level 5), Data Analyst Programme (Level 4), Data Driven Professional Programme (Level 3), and Data Driven Leader Programme (Level 3).
Specific requirements vary depending on the apprenticeship level and subject area. Many programmes require GCSEs in Maths and English, usually at grade 4 (C) or above. If learners don’t have these qualifications, they may need to complete additional Maths and English training as part of their apprenticeship to meet the required standards.
Levy funds expire 24 months after they enter your account. Any unused funds are returned to the government and can’t be reclaimed. It is important to plan apprenticeship activity carefully to maximise available funding.
You must be aged 16 or over, not in full-time education, and live in England.
You can set up and manage your levy account through the government’s online Apprenticeship Service. This platform allows you to access and monitor levy funds, select approved training providers, advertise apprenticeship vacancies, and manage apprentices’ training arrangements.
The Apprenticeship Levy is a UK government initiative, introduced in April 2017, to encourage businesses to invest in their employees through apprenticeship training. Employers with an annual payroll of over £3 million must contribute 0.5% of their total pay bill into the levy. These funds are used to cover the costs of apprenticeship training within the organisation.
