AB - This study develops a novel Market Intervention Viability Assessment Model (MIVAM) to evaluate how current market-based mechanisms influence the commercialisation of CCS across U.S. industries. MIVAM integrates financial, policy, and technological dimensions by combining plant-level Net Present Value (NPV) analysis with two derived indices the Market Viability Index (MVI) and Learning-Enabled Cost Reduction (LECR) to quantify investment attractiveness, policy effectiveness, and scale-driven cost decline. Results reveal that under Business-as-Usual (BAU) conditions, CCS investments remain economically unviable across all sectors, with cement and methanol showing the largest deficits. However, when federal (45Q, 45V) and state-level mechanisms (ETS) are combined, plant-level NPVs improve, particularly in regions such as Texas, California, and Washington.
