No, you do not automatically have access to an alumni email account upon graduation.
You can submit your request for an alumni email account using this form.

No, you will not be able to access contents of your old student email account through your alumni email account, as they are completely separate and individual from each other.
No, your alumni email account (@alumni.imperial.ac.uk) is not the same as your old student account (@ic.ac.uk).
While your student email account grants you access to various services (e.g. Teams, Blackboard, Eduroam, MyImperial), your alumni email account is an email inbox only and is not linked to any other external platform.

It is unfortunately not possible to set up forwarding for emails from the Imperial student email to external accounts such as the alumni email address (which is hosted by Google).

Please ask for the Identity Access Management (IAM) team when you call / log your ticket, as they will be able to manage your access.
Did you try registering with your personal email address on the External Customer Portal? This would allow you to log your ticket.
Calling ICT would be your best and quickest option. They also have an out-of-hours helpdesk that can be contacted by calling their usual telephone number +44(0) 20 7594 9000. You will be transferred to an out-of-hours team that operates from 18.00 until midnight.
