Once the CI/PI has had approval to proceed from the Clinical Division research manager (and RGIT where ICL/ICHNT are sponsor), the REC and R&D forms can be submitted through IRAS, though not necessarily at the same time.
It may be possible to release the REC form first if the documents listed on the IRAS checklist are all in place.
