Tim Wheelhouse is our Director of People and Finance Digital Services.
Tim joined Imperial in October 2026 from the Department for Environment, Food and Rural Affairs (Defra), where he was Deputy Director for HR Digital and Automation, responsible for a portfolio across HR systems, automation and Oracle Fusion readiness. At Defra he rolled out a new digital HR service hub to more than 30,000 colleagues across eight organisations, and led the Oracle Fusion design for HR, payroll and pensions across a government shared services programme serving four departments and around 270,000 people.
Tim has worked in digital, data and technology across HR and Finance in the UK Civil Service for more than twenty years. At HM Treasury he set technology and data strategy for the government's finance function across all central government. He shaped the global HR, payroll and finance design for the Foreign, Commonwealth and Development Office across more than 160 countries, and led the finance solution for the Home Office's Oracle implementation covering 30,000 employees. He began his career in HR and payroll shared services at the Department for Work and Pensions.
Outside work, Tim is a Trustee of Frontline.Live, a charity whose open-source platform matches urgent frontline and humanitarian needs with supplies. He is also a keen baker, a frequent visitor to art galleries, and happiest travelling somewhere new.
